there are a lot of homeless people, people that cant afford much. what are people and the government doing?

i have soup kitchens, food drives, welfare money, red cross

what other things help people- links would be nice?

i need to write a paper about some guy who said population would b more than food available vs. present day

The Red Cross is a non-profit agency and, while they may recieve SOME government funding, they're not a government agency. Same could be said for soup kitchens and food banks which, for the most part, are run by churches (ie: Salvation Army, St. Vincent de Paul, etc...), and rely on donations to keep operating. Ditto for shelters.
Here in Canada, the provincial governments provide social assistance (welfare), a disability pension, for people whose disabiliy prevents them from being able to work, universal health care, and provides funding for some housing programs.
The federal government manages Employment Insurance which offers money to those who are temporarly out of work.

The person you are looking for and the essay is "An Essay on the Principle of Population" by Thomas Malthus published in 1798.

By welfare money are you thinking food stamps because they are in a sense two different things. Look at food programs from the government such as WIC and the food stamp program.

Also, you should look into why the theory by Malthus failed. He didn't take into account the technological aspect of the economic equations he used. Its hard to predict the future and future production because you don't know how technology will play into it.

If they can work, I watch them starve and pay and lobby my police department keep them from littering my streets. I drive nice vehicles past them and try to motivate them by explaining that hard work and responsibility will pay-off. I console them on there hunger pains and tell them hunger is a great motivator and should help guide them in there quest for honorable work.

Then the light changes and some sucker in back of me gives them a free meal so thy can litter up my streets and beg for another day. There needs to be a law that saws you cannot give a homeless person money but you can feed and cloth and house one for 30-days. That ought to be the fine, if you get caught you get responsibility for the person.

The truth is STARVING is a rarity in the USA. You need to get out and take a look at the real world. This place is pretty good.
I mean you want to measure our kindness on how many handouts we give LAZY people. That is just silly.

Some of the people are doing allot, the things that you mentioned. The government, not so much, for the past 6 years they have just been making it worse.

Who cares about poor people.

They should get a job like I did.

Heck, with all of the snow in the midwest this weekend - they should be shoveling everyone's snow for a few bucks.
