My 3 mobile will not ring out after setting up voicemail & all incoming calls divert to voicemail, Why?

Its possible you may have activated your call barring . To check this goto menu>settings>call barring then select check status. That will tell you if its been activated. Although you have to put a barring passcode in. If that doesnt fix it goto >settings>call divert>all voice calls then options select check status. Hope this helps.
