Can a static character still have a round personality?

Like in The Miracle Worker Helen Keller's father is a static character but can he have a round personality too? Please help and thanks for all answers! ;^)

Yes, a round personality just means it's complex, whereas static means it does not change. Someone can have a complex personality that doesn't change.

yes. a static character's personality does not change, but it can still be round, with more aspects that may not be so obvious.
