Usually the prisoner has to release all of his property to someone.Depending upon the reason he is incarcerated....he might not be able to release the car if it was used in the commision of a crime. Plus there will be a tow bill, if the car was towed in by the police. If not, it will be easier.

As long as they don't need the keys as evidence, then I think if he signs a release they should be able to release them to her.
