Never! The fetus gets rid of wastes through the umbilical cord - the fetus' blood carries the wastes where they are passed to the mother's blood. Her kidneys then filter the waste (urea) and she urinates. (or if the waste is carbon dioxide, she breathes it out)

The fetus has no solid waste as it is not consuming food, it is receiving nutrients from mom's blood, again via the umbilical cord.
