how do i get my latency down on battle.net to create games

There are a few things you can try:

Obvious answer is to get a better connection - if dial-up make sure you have a 56.6k, if 56.6k go DSL, if DSL go Cable, if Cable limit shared etc etc.

Unobvious answers:
1. Make sure you're connecting to the correct B-Net Server. If you're east coast choose east coast, west coast use west coast. If you're in between try to other to see if latency is better.

2. Close other programs / Buy more RAM - your computer's speed also determines latency. Never try to play Starcraft with downloads running, peer-to-peer programs running, turn off your anti-virus while playing as well (this includes programs such AIM, internet explorer) as well

3. If you share your connection, limit other's access or promote your own. Your roommate/brother/etc downloading things can make it even worse for you. Sometimes if you're split off on things like cable and you're too far split or too far from the source line you lose alot of bandwidth.
