What should the line spacing of a formal document be?

I am writing a formal document. I set the font size 11 and the line spacing 1.5 . It looks fine but is there a general rule as "Line spacing is 1.5 for formal documents." ?

The font should be 12 Arial or 12 Times new Roman. The line spacing should be 2 and the margins should be 1 inch all around.
