I have left some carton folders on a concrete window shelf for a few days, and once trying to remove them it felt like they were glued on! As I forcibly removed them, a thin layer of paper remained... It might be due to the cold outside. Is there anything else I can do apart from scraping them off bit by bit?!

I would think soap, warm water, and elbow grease should remove it. It is just paper so the soap and water should make it soft enough for you to scrub off.

Spray it with water and wait a couple of minutes and wipe it off.

Soak, soak and soak some more. You can saturate a big towel and leave it on there until the paper lifts.
