Actually, yes it is, in some areas like California. It is considered toxic waste and harmful to the environment. Other states and municipalities are taking steps to make it illegal to dump so called E-waste in landfills. Several corporations and individuals are taking steps to prevent & remove such items in an appropriate manner.
And yes, I know you're only kidding with your q.

It is definitely illegal. So don't even try it. Imagine what happens when you hit someone or someone's property. Are you out of your mind? Why don't you consider throwing it in the garbage can instead??
