I would have to say yes,it probably is.And I wouldn't want you to spend the rest of your life in prison without the possibility of parole.So I tell you what I will do for you,Just send it to me C.O.D. and I will properly dispose of that disgusting aggravating worthless pile of misery for you.Only because I think your a decent person. Actually, yes it is, in some areas like California. It is considered toxic waste and harmful to the environment. Other states and municipalities are taking steps to make it illegal to dump so called E-waste in landfills. Several corporations and individuals are taking steps to prevent & remove such items in an appropriate manner.
And yes, I know you're only kidding with your q.

It is definitely illegal. So don't even try it. Imagine what happens when you hit someone or someone's property. Are you out of your mind? Why don't you consider throwing it in the garbage can instead??
