Some use baby oil, some use Vaseline, but i suggest Lancome Bi-facil... I'm using it and recommended to a lot of people. It also suitable for sensitive eyes...
If you think that you can't afford lancome, there are a lot of oil-based makeup remover at the market. Most of them works well with waterproof mascara and waterproof makeup
I don't really agree with baby oil because it's too oily, if you didn't cleanse thoroughly, it will clog your pores and form something that you won't like to have...

If soap and water won't work most places sell makeup remover that's oily like baby oil. I've never had a problem with it coming off when I wash my face though.

If you find a good waterproof eye makeup remover (this is also for other makeup, they just call it eye makeup), it should do the trick. I suggest trying Lancome's Bi-Facil, it's expensive, but it works very well. Hope this helps!

Lotion, lightly, will help with the mascara OR vaseline. Soap and water, in a little higher consentration than normal, will remove waterproof make up.

I don't know about other people, but I always use Vaseline to remove my eye makeup. It's moisturizing and leaves no residue and it doesn't have any smell, unlike other makeup removers.

put a dab of non hurting or blinding lotion around your mascara, or the make-up, leave it sit then gently take it off with a regular tissue, if the mascara/make-up is now splattered on your face do the same exact thing over and over, then wash your face thourly with soap and water.

you shld use a eye make up remover for water-proof make up. normally it would be lip and eye make up remover and it would specially state that it's for water-proof make up.
loreal has one that works quite well.
