We blame human (or animal - the animals, after all, were simply symbols of humans) nature.
Humankind has drives that are not always moral or ethical: the lust for power, possessions, status, money, etc.
Lord Acton once said: "Power corrupts and absolute power corrupts absolutely."
This is what happened at Animal Farm.
This is why communism - true communism, not the sort that was practiced in the USSR, is doomed to always fail. True communism is based on humans sharing equally, whereas capitalism is based on ambition, insecurity, and, quite frankly greed.
Capitalism will ALWAYS beat communism, thanks to human nature.
And that's why it turned out at Animal Farm that the slogan:
All animals are equal
was soon changed to
All animals are equal, but some are MORE equal than others.

Blame the animals. Most people would put sole blame on the pigs, but Orwell's whole point was that if socialism is to succeed it is through people not becoming complacent with their leaders and always remaining loyal to the spirit of the revolution. The animals on the farm didn't do that, and the pigs exploited the situation to increase their own power.
