Based on recent history, I would have to say the United States. How many other countries have invaded foreign nations without just cause recently? I predict Bush's doctrine of 'peremptory strike' will backfire on him. Since he has established this precedent, the Iranians or others can now develop their weapons arsenal and use it against the U.S citing a 'looming potential threat,' rather than a real threat, and the U.S. will have no argument against them, as it will have established the precedent.

U.S.. We went to more wars since ww2 than any other country.
We have perform more concerning activities than any other country too. Firing missiles into another countries airspace with out their permission (Pakistan). Attacked Civilian ships to check for allegede weapons or other illegal cargoes in international waters. Flown SPy planes into another Countries airspace. Sold weapons to another country for the sole purpose to start a war. Maybe if USSR was arround we would be only number 2.
