This is what I did when I went to Germany first.
i. I kept a German-English dictionary with me all the time. Whenever I saw a word that I could not understand, I looked it up in the dictionary. I used most of my commute time (almost 1.5 hrs daily) for almost a year doing the same.
ii. Watched news on CNN Deutschland. For English, I would recommend BBC as the quality of English is more British. In case you dont have access to TV, try the website http://www.bbc.co.uk/?ok
iii. Read newspaper articles that interest you. It makes no good point to try reading something that you are not even interested in. In due course, of course, you should make it a point to switch to something more challenging. Even though many people tend to read newspapers like The Times of India or Hindustan Times, the news in those are quite populist and therefore are written in fairly lucid language. It might be helpful to switch to dailies like Financial Times, The Economic Times or magazines like BusinessWeek or Economist.

Read every day. When you run across words you don't know the meaning of, look them up in a dictionary. After a while, your vocabulary will increase considerably.

You should also read some of the material at the beginning of a dictionary so you know how words are defined. There is a structure to it that will allow you to remember more word meanings.

Every night, randomly take a few words from the dictionary and learn them. I've started doing that, and it's actually fun! Here are the words I've learned so far:
Corpulent- fat
eleemosynary- supported by charity
Epiglottis- the little flap that covers your wind pipe while you swallow
Ennui (ahn-we)- boredom
Lucubrate- study late at night
Having an extensive vocabulary is fun!
