There is a medicine for common betta ailments called BettaFix that you can purchase at your local pet store with bettas. This will cure things like eye cloud and fin rot, among others. I'm not sure what green specs would be if they're not his normal coloring, but generally speaking things growing on your betta are a sign of bacterial infection, and BettaFix will take care of bacteria.

Ick is white, NOT green. It might be hair algea that tries to expand onto fish. Either ask your LPS or do a little research on the internet w/photos so you can be 100% sure of what it is, BEFORE you treat it.

It's probably ick. Go buy some Ickgaurd. If you get him treated soon enough he will probably live.
