Could be a variety of issues.

Skin tone depends on genetics first. But you can improve it by getting, sleep, plenty of fluids, less stress, and a cleansing routine that will clean and moisturize in the morning and evening and also incorporates a type of mask/scrub in the evening.

Additionally, if you're shaving, you might want to stop using foam and gel and move to a shaving *lotion* that will be better for your skin. Kieh's produces superior shaving products:

1) Shaving lotion http://www.skincarebuzz.com/item.asp?ItemId=B000BRG4H0&ReviewPage=/&SI=Beauty
2) After shave with panthenol which helps healing

The products are more expensive but last a very long time.

Doing that over time will show an increase in the quality of your skin tone.

For moisturizers, it's going to depend on your skin type but Aveeno produces very good lotions at a low cost and you can get them anywhere.

Do you use a certain facial wash or other product that could be irritating ur skin??? I would read the back of the bottles 2 see if it says to discontinue use if it bothers your skin
