If you want large quantities, do a search on google. Several places come up when I searched "custom printed tissue" but it can be costly.
If you just need a small amount, use rubber stamps and an ink pad and design your own. You could even design your own stamp by carving it from a potato and dipping it in paint.

If you need a decent quantity, contact companies in your area that sell bags and tissue paper to stores. Most suppliers have a few sizes of tissue paper available. You can also order custom printed tape, ribbons, and more. Good luck!
