AMERICA: Winds in excess of 30 knots / 35 mph / 56 kmh, visibility less than 440 yards (quarter of a mile), falling snow, minimum of three hours duration, no specific snow rate or temp.

CANADA: Winds in excess of 22 knots / 25 mph / 40 kmh, visibility less than 1 kilometer (0.6 mile) , falling snow, no specific duration, snow rate or temp.

EUROPE: Generally - falling or wind driven snow with visibility less than 1 kilometer (0.6 mile).

Falls 6-12 inches
Temperatures have to be in the 20's

I believe the weather office calls a blizzard when the temp is 20 degrees F or less and the wind speed is 20 mph or more and there is a visibility of less than an eighth of a mile
