Sugarplum is exactly right. Embellish means to decorate heavily and really well. For example, if you put a star on the corner of a paper, you have slightly illustrated or decorated the paper. However, if you put a star border around the entire page, color those stars, and glue on some glitter, you have embellished it.

To decorate, to make beautiful etc. An embellished t shirt for example would not only have a pattern or a print on it, but would probably have sequins, gems etc stitched on to it. More heavily decorated then the norm!
