If he is not already getting any benefits, he might be entitled to SSDI Social Security Disability Income. I have, and I have been layed off of work, and am limited to what I can do and how many hours I can work, so I understand where he is coming from.
Look into his Local Rehabilitation Comission in the state and city in which he lives. They should be able to help him get funding for courses that might be interested in, and help him look for work geared toward his interests and needs.
I don't know if telemarketing would be the ideal job, seeing as it involves earning comission, and that will make his benefits check go up and down, resulting in his paying back any overpayment they have give him. It's a really tricky situation to deal with. Hope this helps somewhat.

my friend was born with his left arm disabled and has worked in a furnitue factory since 1986 in the glue room and tailing a rip saw in the rough end. he worked in a commercial laundry running washer and dryers before that. he has been layed off and now is going for a production job working on the line with every one else. he says it is all in what you feel like you can do. if you want to do you can he says. he can try for his diability pay from the governmant it usaully takes 1 and half to two years to get it the usually turn you down the first six months and then you get a lawyer, and he/she fights it for six months to a year. then you go to a hearing, then they decide if you are eligable or not.

How about inside sales.
There are thousands of companies that have salesmen who go outside to sell, but also have inside sales staff to takes orders from customers who phone into the company.
you only need one arm to write up an prder or turn the page of a price sheet, the phone can be held by the shoulder with a phone holder.
Get him in that direction, it is not telemarketing, customers phone you wanting to buy stuff from the company you work for.

I would hope that any job for which he is qualified would be open to him.
It all comes down to education, qualification, and attitude.
He needs to quit feeling sorry for himself, get off his butt, get the training/education he needs for a field that interests him and for which there is a reasonable demand, build skills and polish his attitude.
Benefits depend on the lawyers, insurance companies and state government.
