The momentum has to slow down on it's own.

As for turning, the rudder uses the propulsion from the propellers in order to create enough force to turn. Otherwise the rudder is just dragging behind the ship.

Because they have sooo much mass. And object that has that much mass takes an awful large amount of force to move it.
