Plunger needed?

I need a plunger for the outside of my house. The maintenace guy who plunged it before used a long stick with a 4 inch disc on the end. What are these called, and where can I buy one? I've search the net a bit and can't seem to find one, so a link would be helpful.

Is this for your drain clean out? Was it something he had made himself I work in Plumbing and I can't think of anything like that but I would sagest you use a drain snake is this a reoccurring problem? If so you might have it checked by a professional It might save you money as well as mental anguish.
