I am having a problem with my windshield wipers. There was a snow storm where some snow froze to the windshield. Now the wipers and fluid do still work - the only problem is they get stuck in the up position. If I turn them on, then turn them off when they are halfway up they will stop there, I have to time it right to have them stop at the bottom. I can still get by like that, but I need to get my car inspected this month and that probably wont pass inspection.

Does anyone know what this could be and how to fix it?

Can the arms come off the spindle completely? I unscrewed the nut then tried pulling them off but they were stuck, can they be pried off without breaking them?

take the arms off.put them in the right position.then turn them on.some how they turned on the spindle.if you cant do this the mecanic will.wont cost much at all.

I also suspect that when it was frozen, someone attempted to turn on the wipers, causing the arms to 'slip' on the splined gears they hook onto.

Afaik it should pass inspection regardless, so long they work, but yes I would recommend resetting them onto the spindle thingies.
