IMO they should NOT be asking for it before you are hired. It can be used to screen you out.
But then it is illegal to ask for it in Canada in the interview stage. On the application forms when it is requested there is usually a note that says "optional.

All companies should ask this, for tax reasons. Also, many companies now do background checks for certain types of positions.

They usually ask for it so if you get hired they have it for payroll, but some will ask for it to run credit checks or background checks. You can choose to leave that blank and if they ask about why it's blank, you can state that you will give it to them if you get offered the job.
