Whenever they want. A lot of people don't celebrate on their actual birthday - many will wait until the weekend.

My Grandpa has the same problem he was born on leap-year and he celebrates his birthday on the 28th because if he didn't he would be considered 15 years old right. Whenever leap year does come we celebrate it on the 29th Some people may do it differently they may celebrate it on March 1st. But its really up to the parent its sort of cool to have your birthday on leapyear because you can have 2 birthdays and maybe when the child grows older he or she can choose what day he wants his birthday to be on.

A friend used to celebrate her's on March 1st. I was always glad I was born a month earlier. It's tough being born on the 29th in a leap year

March 1st because Feb. 29th is the day after the 28th, so on the off years you would still celebrate on the day after the 28th.

Well, I would say most probably celebrate on the 28th of Feb. They were actually born in February, and at least the month is still the same. Although, it might be nice to only get one year older every four years! :)

You decide. I would celebrate the 1st of March, Be cuase the 28th is like a day before the birthday, but March 1st is just like it.

Well, if they were born before noon on the 29th, go with the 28th of February. And if it was after noon, go with the 1st.
There really isn't a "rule", but rather it is the choice of the parents.
