Do our president have the power to put an order to nationalize all the rivers?

He can only sign.
The order is to be drafted and approved by the Parliament/Cabinet of Ministers.
Even if it is passed the implementation will have to get over many hurdles.Yet it should be passed and executed.

No.
As per our Indian constitution ,President can act only based on the advice of the PM and the decision taken in the cabinet meeting.
President can not act independantly except under extraordinary situations ,like the country is facing a war, or declaration of emergency to maintain law and order, etc.

I dont know the rules of our government to this but I wish that our country is able to get this accomplished as we are all one family and we need to share. This is the only way we can bless our land and country.
