The water and vinegar is a good choice. Also if you have one of those handheld steamers they work really great in removing the paper/glue.
Spray or roll on the water and vinegar...let set for about 30 minutes. Then use a putty knife to scrape off. If you have or can get a steamer use the steamer with the putty knife.
Im not sure what you plan on doing with the wall but heres a thought if you just plan on painting it. If the glue is really stubborn and you realize you harming the wall too much then get some joint compound and make your wall into a textured wall. Use a putty knife and apply the compund in a random pattern. Let it dry about a day and then paint right over this. I recently did this to a wall in my home as removing the wallpaper was really doing damage to the dry wall. (the tennants before me attempted to take off wallpaper and left more of a mess then anything). ANyways I get compliments all the time on the walls.

Even if you use Dif or Vinegar and H20, you may still have issues. We had to do a couple things. 1) Use a putty knife or scraper to kinda scrape the goo up while still all slimy. Then we used a damp cloth to try and clean walls. After it dried we spackled any surface problems (I tend to tear the crap out of my walls when removing drywall) and the sanded the entire wall surface - even where you didn't spackle. That glue will leave very visible pattern on wall if you paint. Finally prime wall with a good sealing primer - like Kilz.
Remember painting is 80% prep work and 20% actual time paiting.
Good luck - wallpaper is a pain and every room in my house had it and now I am down to 3 rooms.

Vinegar and water will do the trick or you can buy a chemical remover from Lowes.

there is a product named 'dif' that contains enzymes that dissolve the wheat gluten used in many wallpaper adhesives.
You can find it at Home Depot, Lowe's, etc.
