I've been to Rousse, although some time ago. It is a nice town with friendly people, beautifully located on the Danube. Nice architecture in the centre and a pleasant river side park. A bridge connects it with Roumania and the borders are open now. I hear there's regular bus service to Roumania - I'm not sure, but if there isn't yet, it is soon to come.
The surroundings are also interesting. In terms of property it is still the cheapest as compared to Sofia, Varna, Burgas and Plovdiv.

I have never personally been to Rousse so cannot give you a personal insight into this region, but I have travelled across the rest of Bulgaria and can say that my favourite 2 regions are Plovdiv and Varna.
From what I have heard though, Rousse is a nice area with some beautiful buildings that are fairly old and have great architecture. The only issue with Rousse is that it sits right on the border with Romania.
Plovdiv is one of the oldest cities in Europe, and is steeped in historical monuments, not only this it is near the mountains and has lots of open land.
Varna is close to the sea ans has some great sights to see, but is more of a holiday destination.

I don't see nothing wrong with Rousse being on the border with Romania. On the contrary, now that both Bulgaria and Romania are members of the EU and border controls between them are almost nonexistent, this is actually a plus. Rousse is located only 45 miles ( 72 km) south of Bucharest, to which it is connected by rail, expressway (sort-of) and in the future by a high-speed railway, so the main advantage is fast access (less than two hours) to Bucharest's airports.
