It takes more time due to too many people.
The total strength of Government staff is 2% only.
It is something like 2 persons managing 100 people. Is it possible to manage 100 people with just 2 persons?
Fortunately, people in India are good and ready to take ideas and improve the nation called India.
We will have to do the following:
We will have to have more judges;
We will have to have more Court offices/buildings;
We will have to have more stationery;
We will have to have more furniture for sitting;
We will have to have more computers for faster communication;
We will have to have more everything includkng more Lawyers, policemen, more assistants;
We will have to have more so that quick action can be taken to deliver judgements.

Defendants in criminal cases, under the Sixth Amendment, have the right to a speedy trial. One of the factors recognized by the Court was the length of delay, but the Supreme Court has never explicitly ruled that some particular time limit must apply. Another factor recognized by the Court was the reason for the delay. The prosecution may not excessively delay the trial for its own advantage, but a trial may be delayed to secure the presence of an absent witness. The other factors to be considered are the time and manner in which the defendant has asserted his right, and the degree of prejudice to the defendant which the delay has caused. If it is found that a defendant's right to a speedy trial was violated, then the indictment must be dismissed and/or the conviction overturned. A reversal or dismissal of a criminal case on speedy trial grounds means that no further prosecution for the alleged offense can take place.

I think you should have mentioned Indian Courts becoz some of the Respondents are from USA ! . Well , unless long due Judicial Reforms occur in Indian Law System; things would remain unchanged. Lawyers use a lot of tactics to delay cases using loopholes in the system. Secondly , there are too many cases in which Government is involved without any advantage ; and these are not Criminal cases. Also as could be seen in recent Jessica Lal case; Police also doesn't prepare well for Legal cases and this acts against Police in the case and hence the delays in Judgement.

Believe me when the bill collectors come to you you do not get a timed payment or dispute. You pay now, I think the courts have too many attorneys working each other angles and therefore delays all the hearings. But I was amased at how fast the Anna Nicole Smith thing went from state to state. Way too much media coverage though. This is a person who died and they made it sound like she was a high priest or something.

It takes long time for the case to come up in the court.
They do have time frame, in most cases. It depends on the case, this is the case in USA, (Believe 72 days certain type of cases, 10 day after properly filling all the paper works, eviction cases in Mo, USA) unless waved by all party for preparation.
If it is a Jury trail, jury treys to give verdict in reasonable time or judge declares hung jury and case is retried in front of another jury.
Once filled the statute does not apply. But delays are normal in the interest of justice, to present proper or more evidence.

Justice hurried is justice buried. So courts go deep into the issue before delivering judgment. The delay mostly is because the clients and lawyers do not cooperate with courts.
