Why Officials taken into task.It is democratic country.There are certain formalities to give loan to individuals.If a person satisfy that details the loan is being sanctioned.the person who has received the loan is 100% responsible to repay the loan, getting the utility into account.If for any dishonoured person, why an official should be punished.The loan given to a person , is nothing but our own public money. The crores of oustanding money is nothing but our money, it is Indian system of political ,goondas and other social miscreants have spoiled this banking system.It is the bounden duty of any individual to repay the money upto his capacity. If he is not doing so, the other thing like law and order should take it's own action, if any Officer, errered any where, he may also taken into task.

Your question is not clear as to which officials you are talking about.
All lending institutions, government or private have rules and agreements that are signed by both parties and they are responsible to honour the agreement.
The officers are only instruments that oversee the agreement, they do not have any direct responsibility.
However their department must monitor the effectiveness of thier programmes and report it to the higher authority on a monthly, quaterly, annual basis - as may be applicable.
Proper administration is very important to keep the machinery running smoothly or else everything will come to a standstill.
