I heard that the universities (such as NYU or George Washington)don't even take the application forms into consideration if an international IB student has a GPA of 4 but lower SAT scores.

That's probably true.

If you're going for a Fine Arts major it may not be counted that heavily, same with Law.

There are always colleges, like state College and Universities, that don't go by SATs just high school GPA and the fact you're a resident of the state.

It depends on what your verbal and writing scores are. But if they are about 600 also, then you should be okay, as colleges are willing to accept lower SAT scores from international students

Universities look at the total application package. They generally are forgiving in one area if the others are strong.
