If you used plain water, the haloalkane simply would not dissolve. If you use ethanol, then both the haloalkane and the silver nitrate can dissolve in it.

the halide doesn't dissolve in water. If you usd water it'll turn dark greenish and it'll be impossible tosee the results. Halides dissolve in alchols though

Silver forms insoluble halide salts which also are colored. AgCl white AgBr pale yellow AgI yellow and these are highly insoluble and thus can detect low concentrations of the halide ions.
