Is there anyway to constrain a text box or a table to make it remain where you put it?

I am moving a text box and table to put them in a certain place in the text but they keep jumping to somewhere where I don't want them. Is there anyway to make them stay where I put them? Nothing is blocking them. I am in WORD.

Usually, if you click on the border of the textbox a little anchor symbol appears, if you right click on that you can then set the it to anchor to page rather than to paragraph.
