The short answer is no.
We have never seen anything move in a way that cycles in time. Until we do, there is no change of building a machine that would do this.

Every time you look at the night sky, you see the past, light that originated thousands, somethimes millions of years ago, and is just now reaching us. I know, probably not the answer you were looking for, but it's cool.

WE are not currently able to time travel(at least not in this dimension) but keep an open mind. Theoretically though time travel should be possible. Most people can't even begin to wrap there minds around concepts of time and space. Remember -ANYTHING is POSSIBLE-

No you can't go back to past. To go back in time someone has to travel at a speed greater than that of light which is impossible.

if wormholes existed yeah. but there is no experimential evidence that we could travel back in time with a wormhole nor a black hole for more information check this web out.
