how to inform mobile company if some one obtains sim card by giving fake identity?

if i know a person using mobile no. and throw the sim card after using it in maximum limit of time with out paying bill. why because while purchasing sim card he/she always produce boggas photo identity and address proof prepared by his own computer. he purchases the sims from airtel, idea and tataindicom particurly.not only that but also he cells such sims to others also. some of the companey personals also are involved in this racket.
