Not knowing how old this unit is, I would have to advise you to take it to a shop that can replace the current wick and then start over. Make sure the kerosene you use is #1 clear kerosene, not the red dye stuff they sell at service stations for kerosene heaters, the red dye damages the wicks. Once you have the new wick in place, properly adjusted, once a week, (if you use the heater as a primary heat source), allow the fuel to burn completely out of the tank, and let the wick burn out dry. This cleans the wick, bringing all the nasty carbon stuff up to the top and burns it off. I've been installing and repairing these things for many years, and have used the same wick in my Dyna Glow for 5 years. Still burns perfectly.

Is the wick carboned up at the top, hard,black crust? If so raise the wick and trim it off with scissors. Sputtering? Probably have water in the kerosene.
