I ran into the same issue and it is not a Home Page thing. It is a Microsoft annoyance thing. Microsoft is always trying to think for everyone and thinks they always know best, so the first time IE7 is launched it tries to hit this last configuration page. For whatever reason, sometimes it can not and then it just comes up every time you start IE.
To fix the Problem you need to edit the Registry to reflect that IE has been able to hit that last darn page. Editing the Registry is easy and straight-forward, but dangerous. If you delete the wrong item or change the wrong string you could leave your machine in an unworking state.

Go to [HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main].

The two keys that you need to stop the madness

KeyName: RunOnceHasShown
KeyType: REG_DWORD
KeyValue: 1

KeyName: RunOnceComplete
KeyType: REG_DWORD
KeyValue: 1

If the keys do not exist, create String dword

Are you saying that it is set up as your home page? If you are go into Internet Explore into tools and internet settings and change the start up page to anything that you want to start out going to.

Have a nice day.
