This would get rid of the Runt and gives us more uniform month durations. One of those 30 day months could have 31 days every 4 years, of course.

Tradition, going back over 2000 years. February has had 28 days since 700 BC.

Hi. August (after Augustus Caesar) originally had 30. Caesar was not happy with this and "took" a day from February which originally has 30 every four years.

Goes back to the Roman Emperors and Popes of yore. It's based mostly on ego and whims.
