if the fourth decimal place is 5 or above then you round the number up. If its 4 or below just write the first three digits after the decimal place. Significant figures is an entirely different matter though.

After the decimal count the 3 numbers and if the number after that is 5 or higher then you round the 3rd number past the decimal up one if it is lower then you dont.
