It stands for waiver priority. Most leagues use a waiver system, in which when a player is dropped by one team, that player goes through a waiver period during which no one can acquire that player. At the end of the waiver period (usually a few days), if an owner has put in a waiver for that player, that owner acquires that player. If multiple owners put in waivers, the owner with the highest priority gets the player. If no one claims the player, he becomes a free agent, and anyone can claim him immediately.

If you acquire the player through waivers though, your priority automatically becomes last, so only use it on a very good player that you really like. Waiver priority is usually the reverse of what the draft order was for the first round of your draft – i.e. whoever had the first pick gets the last waiver priority.

It is an order. If a team drops a player, if you want to pick him up, if anyone has a lower waiver number then you, then they get him. If you have the lowest waiver number then anyone else that wants that player, you will pick him up.
