Daily world usage is 84 million barrels a day, and the US is using 24 billion of those barrels. Per capita, since we only make up 5% of the world population, we use way more than anyone else. And we only personally produce 8 million barrels a day, so we're getting most of that from other countries.
We are the top consumer, overall, as well.

The US consumes something like 30-40% of the world's natural resources every year...this, naturally, includes oil.

USA for now. In the near future, China would surpass us. Get used to the idea of mild winter time, and sizzling summers...it's closer than you think.
