look in the clearance racks of high price stores and then have it specifically tailored to you. most people your age want what you describe as what your school doesn't permit so of course you should be able to get a good price and that will save you the money for tailoring. anything that is tailored will look awesome.

ebay.com is good.. jc mcpenney has got affordable dresses as well.. if your school says no spaghetti, strapless, halter dresses.. I'd say it's no purpose buying a dress you're not fully satisfied.. soo.. if you really like this dress but it's halter, strapless,etc.. just buy it.. you can wear a cardigan with the dress to the semi-formal dance.. the next time you have prom or anything bigger, you can get rid of the cardigan and voila! new dress!

OK first off, lets think - What sexy dresses are still allowed will all those RULES? I'm thinking either a wrap dress or a kimono-sleeved/dolman sleeved dress. The key here is their low v-necks. For all of my cheap/inexpensive shopping needs I head to Forever 21 (hardly anything over $40 - How can you go wrong?). OK, so here's the dresses they have that meat your needs that are still oh-so-knock-em-dead! I couldn't pick just one because I don't know your style or body type! Good luck and have FUN :)

wow that is a strict dress code for formal or semi-formal,,,,, but anyway i would try JCPenny or Belks, they often have new merchandise marked down (meaning you wont just have leftovers to choose from), sometimes as much as 50%, this is where i bought all my daughters dresses for middle and high school

Marshalls, TJ Maxx, Loehmans, Century 21, .
Also try consignment stores, they are not thrift shops.
A consignment store has very very gently used or new clothing, always in perfect condition and current fashion, for a fraction of the original cost.
