Because you don't have an orbital available that can form the bond. A triple bond arises from sp hybridization where the two extra p orbitals overlap in a pi fashion. The second sp orbital is pointing primarily away from the other carbon.

The only elements that form quadruple bonds are transition metals which have d orbitals which can form the fourth bond in a delta fashion.
