Not much to it first off check to make sure the recoil works (pull start cord goes in and out good and turns over the engine.) Then check to make sure the engine is turning over this is at the same time your checking the recoil. Then check the oil make sure it is clean and you have enough, you might want to change it anways. Then take the spark plug out check the condition of it make sure it isn't fouled out. put the spark plug wire on the plug and set it on the engine and pull the engine over it should be sparking although you might have to get someone else to look. If you have spark and a good spark plug then you dump and of the gas thats in it out and before you put new stuff in clean the carb you can take it off and take it all apart or the more effective way just take the fuel bowl off spray it out really good with some carb clean then spray threw the intake of the carb just soak the hole thing down really good in carb clean. after that put the carb back on or if you just left the carb on and pulled the fuel bowl well you know the step.
Then your on to put some fresh gas in it and try to fire it up if it doesn't start well then you go into advanced stuff but if you are willing to learn someone will teach you small engines are easy. Good luck and althought that seems like alot to do It really only takes 5 min max unless you change the oil then its alittle longer.
Ohh if it does run make sure you have a good blade on it. Also these tips apply to go carts, snowblowers, dirt bikes things like that.

Gotta, GOTTA have fresh gas.
Check the plug and air filter and clean/replace as required.
Change the oil. Give it a yank; if it does'nt start check for spark; points may be fused.

Clean the carburetor and gas tank. Check to be sure you have spark and replace the plug I don't know how long it has been sitting, but you should change the oil unless it is a two cycle.
