I think it might be your water tank. Turn off your water valve under the water tank. then empty all the water out of the tank. Take some bleach, vinegar, or your favorite cleaning solution and wash it out completely.
If that doesn't work, then check to make sure that your coak seal at the base of your toilet doesn't have any cracks in it. If so, take off all the coak and put new coak around it.
If that doesn't work, then i advise you to get your septic tank checked, get a new toilet, or purchase one of those clip on toilet cleaners

I will asume you have checked under the lip of the bowl for debre. So I would next check the tank. Open the cover and make sure the tank has not got an old cleaner container or just a scum build up. The tank loads the water intot he bowl. Else there are gases in the pipes and the water in the bowl keeps most people from being bothered by them. If there are excess gases they may be backing up thru the pipes.
As I do not know if this is a well and spectic, 2'nd floor 1'st floor or apt situation I can not offer anymore.

My father had similar problem a few years ago, he had to replace the toilet do to a crack that was underneath it allowing sewer gas to seep into the bathroom. He didn't find the crack until the toilet was removed and he could look at the underside. Hope this helps.

Maybe fom the sewer I hope u dont need a plumber we all know how expensive that could be
