Because the interior of Brazil is largely rainforest and when the Europeans came to colonize the continent, it was easier to populate the coast rather than hack their way into the jungle

Sao Paulo is not on the coast.
The capital, Brasilia ,population is :about 1,750,000 inhabitants

Because that is where the richer side of the country is. All the other people (or poorer class) live in the so called Baracas.
the goverment tries to build new homes but he cares more about the money and the people on the coastline. Great tourism and cash earning oppurtunities.
