I have a network that from the router goes to an outdoor wireless network; within the antenna i am able to mac-filter the dhcp clients,but once in awhile a client usurps the bandwidth and other client are anable to browse. is there a solution?

Most consumer wireless products can't throttle users bandwidth. Just to be clear are you referring the the wireless access point device bandwidth or the upstream Internet bandwidth?
