Can I use a net that was use to transport a dead fish inficted by neon tetra disease?

No! My grandfather had the same problem with one of his guppies, and he bleached the net by soaking it in water/bleach mixture and then he set it outside to dry. He resoaked in hot water twice to make sure all the bleach was off, and then used it to move a different fish (from a different tank) into a new tank that he had. The fish died within a day.

I would discard the net and buy a new one. Even if it was chance my grandfathers fish died, I wouldn't chance it.

The net is not the problem. The problem is the sick fish that died and before you discovered it, the others all nibbled on the diseased dead fish. This is what fish do. Its not the net. You need to treat the source of your problem, which probably isn't NTD, but more likely poor water conditions, the most common cause of death for fish. Neons are very susceptible to poor water conditions.
If your fish have Ick, a copper sulfate treatment like Aquarisol will help and it makes a good net dip as well. While soaking in a mild bleach solution may help the net, you must rinse it well after use, I would try to look at the big picture and not focus on the net.

I would find a disposable cup or glass that the net will fit in to. Then, put in one tables spoon full of ordinary laundry bleach, add water and net. If not full, add water. Let soak approx 15minutes. Be sure to rinse thoroughly before using in tanks again, then let sun dry.
