Not even remotely. Bush's unpopularity is well earned, well deserved. Bush would have given Salmon P Chase un checked scope to embezzle, he would have kept McClellan and Burnside in their commands and defended his choice, he would have probably not been assassinated by pro Southern sympathizers...
Being more of a liability to the North.
