By the time that the American Revolution was won under Washington's command, he was so popular that many wanted to declare him to be king of the new nation. Washington refused, knowing the war had not been fought to replace one king with another. There were several attempts at creating a brand new government, Its final form was the U.S. Constitution and the first 10 amendments.
So Washington was offered all the powers of a monarch, but refused. When he was offered the title of President, it was to be a lifetime appointment, but this too he refused. He eventually was proclaimed (unopposed) President, but under the terms of the Constitution, serving two 4 years terms, setting a precedent of no more than 2 terms, until 1940...

He had full powers to make war and run the country... sort of like what Bush wants to keep.
