I don't know if they are hotter exactly for the very fact that they aren't real. However, animated characters are idealised, they are drawn or created to include desirable characteristics like big boobs, long legs and a curvy figure. There wouldn't be much point in creating ugly characters. On the other hand some animated figures are far from perfect. In Asterix cartoons for example Asterix is a midget and Obelix obese, Impedimenta looks crabby and Geriatrix is stooped - but these characters have been created for laughs.

They are made to look perfect, why else would you draw them? Who would want to see an anime character with like pimples? It's the same with actors/actresses today.

i came to this show that japanese animators are being interviewed and the reporter asked one how come some character eyes are so big. the animator said that japanese are jealous to other races because they have bigger eyes. so they drew the characters to have big eyes. maybe just the same with the body features. i mean, if im going to draw myself, i would leave out my big bottom and bushy hair and replace it with a sexy body and beautiful locks...
